Canada Is Behind on Building Data. For Owners, That Is a Risk and an Edge.

The Cost of Guessing

Every year, construction contractors in the United States lose more than $31 billion to poor data and communication: work reported as done that is not, rework triggered by stale information, and disputes over what was actually built and when. If you own or operate buildings, you pay for that same problem, in change orders, in maintenance that starts with a search, and in capital decisions made on a picture that is already out of date.

The uncomfortable part is that Canada has deployed far fewer tools against this than the markets it competes with. Decisions about capital spending, progress payments, and timelines are only as good as the information underneath them, and right now most of that information in Canadian buildings is still a best guess rather than verified site reality.

The Bar Is Rising Everywhere Else

The way a building gets documented and tracked is not static. In much of the world it has become a requirement, not a preference, and the clearest measure of that shift is the year each market made building information modeling mandatory on public work.

For an owner, this is not trivia. It sets the standard your projects, your lenders, and your tenants increasingly expect, and it shows how far Canadian practice still has to travel to match it.

  • United States: no federal mandate, but agencies such as the General Services Administration and the Army Corps of Engineers require structured building data on their projects, and about 65 percent of industrial owners have integrated digital twins into operations. The expectation has spread well beyond public work.
  • Europe: a regulation led standard. Finland required BIM in 2007, the United Kingdom in 2016, and roughly 35 percent of European countries now have or plan a mandate. Owners there receive verified, structured building information as a matter of course.
  • Arabian Gulf: the most aggressive deployment in the world. Dubai mandated BIM in 2013, and Saudi Arabia operates city scale digital twins covering more than 920,000 buildings. New assets are delivered with a living digital model from day one.
  • Canada: no national mandate. Quebec became the first and only province to require BIM, in 2021, fourteen years after Finland. Only about 25 percent of firms feel technologically competitive, which means most Canadian buildings are still operated on documentation nobody has verified.

Where Canada Stands Today, in Numbers

Two comparisons make Canada's position concrete. The first is national digital twin programs. Singapore built the first country scale digital twin starting in 2014, the United Kingdom set out its national framework in 2018, the Australian state of New South Wales launched an operational spatial twin in 2020, and Saudi Arabia began twinning five cities under Vision 2030. Canada released its first national roadmap only in February 2026, and it is the only G7 country still without a national strategy for building information modeling, the predecessor to digital twins.

The second is geospatial and GIS readiness, where a single index tracks 75 countries across policy, infrastructure, institutions, industry, and adoption. Canada sits 8th, and slipped a place from 7th, in the most recent edition. What matters is the direction of travel: while Canada drifted down, South Korea climbed from 25th to 4th, India from 18th to 5th, and Sweden from 13th to 7th. Canada stood still while its peers sprinted.

None of this means Canada is weak on the fundamentals. Its geospatial industry ecosystem ranks 6th in the world, and its digital twin market is growing at roughly the global pace. The gap is not talent or tools. It is deployment: turning capability into buildings that are actually documented and tracked.

Canada's Geospatial Readiness Is Slipping

The same story shows up in the geospatial readiness rankings. Canada is not falling because it got worse; it is falling because everyone else got better faster.

Why the Lag Costs You Money

This is not an abstract adoption story. Canadian construction productivity grew only about 0.4 percent per year since 1997, then fell to a near 30 year low in 2023. For an owner, that national number shows up on your own projects as rework, disputes, blown schedules, and capital deployed against the wrong picture. When progress is reported rather than verified, and when as built conditions are never captured, you are the one who absorbs the difference.

What Adopting Actually Delivers

The flip side of the cost is the measured benefit, and here the numbers are specific. On the modeling side, contractors who use BIM deeply are far more likely to see it cut costly rework than those who dabble: 40 percent of the deepest users say BIM significantly reduces rework, versus 28 percent of light users. Canada's own national roadmap cites research that digital twins can improve capital and operational efficiency by 20 to 30 percent across planning, delivery, and operations.

On the reality capture side, the field results are just as concrete, though many come from vendor case studies and should be read as such. A Balfour Beatty team captured roughly 75 times more images in about 69 percent fewer hours after moving from manual photos to automated 360 capture. In one customer survey, 74 percent of reality capture users reported saving multiple hours every week. On a single Swinerton project, dated photo documentation avoided about $40,000 in rework by proving what was behind the walls without tearing them open.

The throughline is simple. Better documentation does not just prevent disasters; it steadily removes the small, daily waste that a productivity number can only show in aggregate. The figures behind this section are listed in the references at the end.

The Expectation Is Catching Up to You

Here is why this is now urgent rather than eventual. The pressure to document and verify buildings properly is arriving from every direction at once, and it is arriving in Canada.

Owners are starting to require it of their supply chain, and clients are starting to require it of owners. Among Canadian construction firms, 78 percent say procurement is changing to encourage digital adoption, 43 percent say their clients strongly influence the decision to adopt, and 81 percent report that recent technology investments already improved productivity. Belief has flipped too: 90 percent now call digital tools essential, up from 86 percent two years earlier.

Labour scarcity is sharpening it. 78 percent of firms report skilled labour shortages, and 73 percent expect demand to become harder to meet over the next five to ten years. Doing more with fewer people means verifying more with technology, not with overtime.

The institutions are moving as well. In February 2026 the Future of Infrastructure Group and Arup released a national roadmap, Unlocking Digital Twins in Canada, with more than 21 initiatives now underway; Public Services and Procurement Canada issued a request for information for a federal digital twin platform; and Arup is running a pilot on the Eglinton Crosstown West Extension with Infrastructure Ontario and Metrolinx. And the most cited barriers, poor data quality and a shortage of skilled people, are exactly the reasons doing this in house is hard. That is the argument for a specialist, not against the work.
